Dr. Bianca L. Singleton, Ed.D., M.B.A.

Executive Director

Affectionately known as “Miss Bee” by the beautifully budding youth she serves, Bianca L. Singleton is recognized for her dedication to mentorship, women’s empowerment, and work cultivating and progressing various nonprofit programs.

She obtained her Bachelor of Arts in English with a concentration in Creative Writing and a minor in the Spanish language/Black Diaspora Studies from Georgia College & State University in Milledgeville, Georgia, and a Master of Business Administration from Mercer University in Atlanta, Georgia. A lifelong scholar, she is currently studying for a Doctor of Education in Student Affairs Leadership.

Bianca is a true “servant leader,” illustrated by her founding of Precious Me Inc. (PMI). Through her leadership as the Executive Director and the support of other PMI volunteers, Bianca has transformed the lives of more than 250+ young women, and that number continues to grow each day.

Along with her service to her local community, Bianca is a nonprofit business management coach and consultant (B Singleton Consulting) to youth programs nationwide, working alongside local/national organizations such as Resurgence Leadership Foundation, Leadership Foundations, and MENTOR Georgia (National Mentoring Resource Center).

Latoria Jones, M.S.L.D.

Latoria “Torri” Jones was born and raised in Miami Florida.  An only child to military parents, she has always held a passion for mentoring young teenage girls.

Through her talents as a dancer, Torri has been able to teach girls through the art of dance. A longtime member of New Mercies Christian Church Dance Ministry since 2007, she served as Director of Dance from 2017-2023.

Latoria holds a Bachelor of Science degree in Interdisciplinary Studies from Clayton State University and a Master of Strategic Leadership Development from Clayton State University.

Currently, she works in training and development as an AVP Homeowner Association Services Trainer with Bank of California. She also owns her own mobile dance business New Rhythm Dance LLC, where she teaches one on one dance lessons, summer camps, summer dance intensives at various studios and special event performances.

La Volnée Stepney

La Volnée Stepney was born and raised in Atlanta, Georgia, where she attended school in the Atlanta Public School System and college at Clayton State University before joining the military.   

Ms. Nikki served in leadership as a Senior Non-Commissioned Officer in both the United States Army and United States Army Reserves in the fields of Administrative Support and IT Network Engineering. 

Ms. Nikki’s background also includes 38 plus years of experience in the government, corporate, non-profit, legal, education, and sports sectors.  Her knowledge base consists of office, personnel and project management; hardware/software/database management; policies, procedures, and training; conference and event planning; and customer and public relations.

Ms. Nikki has a Paralegal Certificate and received her Associate of Applied Science Degree in Criminal Justice from Central Texas College, Killeen, Texas.  She has also completed education at the University of Maryland in Legal Studies and Forensics, as well as Cuyahoga Community College in Court Reporting and Close Captioning.

Ms. Nikki works in the legal field as a paralegal and is also a certified court reporter and licensed notary.

Adrianna Powell

Adrianna was born in Brooklyn, NY but raised in Gwinnett County, Georgia.

She received her Bachelor of Science degree in Early Childhood Education from Valdosta State University in Valdosta, Georgia and a Master of Science in Human Services, specializing in Mental Health from Post University in Waterbury, Connecticut. Although she has a heart for children, she has always had an interest in mental health and helping others grow through life’s challenges.

Adrianna worked in the education field for 13 years and has shifted careers into business and insurance. She is currently working as a Claims Adjuster for a global insurance company.

Additionally, she also has a Virtual Assistant business, aiding small business owners in managing their day-to-day tasks so they can truly focus on what matters most, their passion for their business.

Arcacia Stepney

Administrative Support Team Assistant

Arcacia ‘Casey’ Stepney was born and raised in Frederick, Maryland.  The second eldest of retired dual military parents, Casey has always held a passion for math and science. 

Casey received her Associate of Science degree in STEM: Biology from Frederick Community College in Frederick, Maryland and a Bachelor of Science degree in Investigative Forensics from the University of Maryland in College Park, Maryland. 

In addition to the fields of life and physical science, Casey’s professional knowledge base is in the areas of administrative and financial support; as well as customer service and personnel management. 

Arcacia works in the pharmaceutical biotechnology industry. 

Chariety Sapp, M.S.

Program Director

Chariety Sapp is from Burke County, Georgia. She joined the CDC in 2011 where she works in the Division of Laboratory Science, National Center for Environmental Health, Emergency Response Branch.  She is a chemist specializing in sample logistics and laboratory automation for the Incident Response Laboratory.  Ms. Sapp’s primary laboratory work involves emergency preparedness for chemical response and exposure events.    Ms. Sapp also serves as the point of contact for shipping and receiving for the national Chemical Laboratory Response Network and the international Organisation for the Prohibition of Chemical Weapons.

Ms. Sapp received her B.S. in chemistry from Georgia State University (Atlanta, GA).  Her work at the CDC has led to the pursuit of a M.S. in Clinical Toxicology from the University of Florida (Gainesville, FL).  Prior to joining the CDC, Ms. Sapp worked as an analytical chemist for a pharmaceutical subsidiary of Johnson and Johnson analyzing opiate-derived and controlled-substance active pharmaceutical ingredients used in medications and medical devices made by Johnson and Johnson.

Ms. Sapp’s love for chemistry and mentoring led her to partner with her sister to start Sisters Love Chemistry LLC. This business venture will empower elementary and middle school age girls to fall in love with and pursue chemistry as a lasting career.
